Electricity Sector Transformation and Resilient Transmission Project

for the design, installation, commissioning and testing of equipment and systems to modernize the monitoring, management and control of bulk movement of electrical energy within the NEGU transmission system.

1. The Ministry of Finance of the Republic of Uzbekistan has received credits from the World Bank, and a loan and grant from the Green Climate Fund toward the cost of Electricity Sector Transformation and Resilient Transmission Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: RFB/SCADA/2021.

2. The JSC “National Electric Grid of Uzbekistan” (NEGU) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the design, installation, commissioning and testing of equipment and systems, including SCADA, EMS, RTU and Telecommunications for modernizing the monitoring, management and control of bulk movement of electrical energy within the NEGU transmission system.

Lot 1: SCADA, Energy Management System, Remote Terminal Units and Telecommunication Systems;

Lot 2: Fiber Optic Cables.

Bidders may bid for one or both contracts at their discretion. Each lot shall be evaluated separately, and the contracts shall be awarded to the bidder offering the lowest evaluated bid for each lot, and fulfilling the aggregate qualification criteria for the number of lots applied for. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contracts provide to be made through letter of credit.

4. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, Fourth Edition, November 2020, and is open to all Bidders eligible as defined in these Regulations, that meet the following minimum qualification criteria and other qualification criteria as specified in Clause 6.1(a) of the Bid Data Sheet (BDS):

 - The Bidder, if a single entity, must demonstrate a minimum average annual turnover of the following, calculated as total certified payments received for contracts in progress or completed, within the last three financial years:

Lot 1: USD 9.0 million

Lot 2: USD 16.0 million

Lots 1 & 2: USD 25.0 million,

Or, if a joint venture, one party shall demonstrate a minimum average annual turnover of no less than 40% of the above amounts, each partner 25% and combined 100%.

-  The Bidder, if a single entity, must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:

Lot 1: USD 1.0 million

Lot 2: USD 1.6 million

Lots 1 & 2: USD 2.6 million.

Or, if a joint venture, one party shall demonstrate access to no less than 40% of the above amounts, each partner 25% and combined 100%.

-  Participation as contractor, management contractor, or subcontractor, in at least one contract within the last ten years starting from January 1, 2012, with a value of at least:

Lot 1: USD 30.0 million

Lot 2: USD 60.0 million

that have been successfully and substantially completed and that are similar to the proposed Information Services. The similarity shall be based on the complexity, equipment and systems performance requirements, construction methods, technologies or other characteristics as described in Section VII (Technical Requirements).

5. Interested eligible Bidders may obtain further information from JSC “National Electric Grid of Uzbekistan” and inspect the bidding documents at the address given below from 9:00 am to 6:00 pm. A pre-bid meeting which potential bidders may attend will be held on October  11, 2022.

6. A complete set of bidding documents in English may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of USD 500 (five hundred United States dollars) or the equivalent in Uzbekistan Som (UZS).  The method of payment will be direct transfer of funds to the transaction account of JSC “National Electric Grid of Uzbekistan”. Upon receipt of the non-refundable fee, the documents will be promptly dispatched by courier, but no liability can be accepted by the Employer for loss or late delivery.12,13

7. Bids must be delivered to the address below at or before 11:00 am Tashkent local time, November 15, 2022.  Electronic Bidding will not be permitted.  Late bids will be rejected.  Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 11:00 am Tashkent local time, November 15, 2022.

8. All Bids must be accompanied by a Bid Security. The required amount of Bid Security, in USD or an equivalent amount in a freely convertible currency, is:

Lot 1: USD 600,000

Lot 2: USD 1,200,000

Lots 1 and 2: USD 1,800,000

9. The attention of prospective Bidders is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
