JSC “National Electric Grid of Uzbekistan” announces the recruitment of qualified specialists to work in the implementation group of projects financed by the European Bank for Reconstruction and Development (EBRD).

Open vacancies:

Project Manager

Duties and Responsibilities:

 

1. Performance of the functions of the Project Manager of the Central PIU with respect to the EBRD projects in accordance with the EBRD Policies and Guidelines, Financing Agreements, the Company’s instructions, and the laws of the Republic of Uzbekistan.

2. Subordination on the functions of the Project Manager to the Company.

3. Planning and management of all matters related to the Company’s role in EBRD projects.

4. Participation and control over the implementation of other Project management functions listed in clauses.

5. Fulfilment of instructions and orders of the authorized representative of the Company related to the Projects.

6. Ensuring compliance with the requirements of the applicable labour legislation and the conditions of individual contracts with the subordinate Central PIU Consultants;

7. Coordination of regular progress meetings with the stakeholders of the Project.

8. Ensuring smooth and appropriate information flows and prompt decision making.

 

Qualification requirements:

- Successful experience in working on similar assignments: leadership / coordination role on projects with IFIs or similar institutions, carrying out and monitoring the procurement in accordance with EBRD and/or other IFI procurement rules;

- Special experience and expertise related to the tasks performed, including work in the energy sector;

- Experience in Uzbekistan or CIS countries;

- University degree/diploma;

- Total work experience of at least 10 years;

- Computer skills: Internet, E-mail, Windows, Word, Excel, Acrobat, PowerPoint;

- Knowledge of Russian and English is required. It would be an advantage if the Project Manager has managerial experience in power sector including transmission of electricity.

 

Finance Specialist

Duties and Responsibilities:

 

1. Maintaining financial accounting of and control over the Projects funds.

2. Verification of the financial part of the reports, payment certificates, taking-over certificates, acts and invoices submitted by suppliers, contractors and consultants for work performed and equipment supplied.

3. Preparation and submission of disbursement requests to the EBRD for the payment of invoices of contractors, suppliers and consultants.

4. Participation in the performance of other relevant functions listed in clauses of the Terms of Reference in part of competence.

5. Maintaining the procedures, records and accounts necessary to monitor the implementation of the Projects.

6. Execution of planned work, official subordination to the Project Manager and implementation of the operational instructions.

7. Implementation of other responsibilities for the management and organization of the necessary work to ensure the implementation of Project in accordance with the EBRD Guidelines and Policies, Financing Agreements, the company’s instructions, and the laws of the Republic of Uzbekistan.

 

Qualification requirements:

- Successful experience in working on similar assignments, i.e. managing project financial control on project expenditures and drawdowns in accordance with EBRD and/or other IFI rules;

- Special experience and expertise related to the tasks performed;

- Experience in Uzbekistan or CIS countries;

- University degree/diploma in accounting, finance, economics or other relevant areas;

- Total work experience of at least 5 years;

- Computer skills: Internet, E-mail, Windows, Word, Excel, Acrobat, PowerPoint;

- Knowledge of Russian and English is required.

 

Procurement Specialist

Duties and Responsibilities:

 

1. Cooperation with the PIS Consultants on all aspects of their work.

2. Preparation, updating and coordination with the Bank of the Project’s general and periodic procurement plans and control over their implementation.

3. Preparation of tender documentation in accordance with the templates available on EBRD’s Client E-Procurement Portal (ECEPP).

4. Provision of functions for the implementation of the Project in accordance with clauses of the Terms of Reference.

5. Participation in the performance of other relevant functions listed in clause 3.7 of this Terms of Reference in part of their competence.

6. Execution of planned work, official subordination to the Project Manager and implementation of the operational instructions.

7. Compliance with labour law requirements and conditions of individual employment contract.

8. Implementation of other responsibilities for the management and organization of the necessary work to ensure the implementation of Projects in accordance with the EBRD Guidelines and Policies, Financing Agreements, the Company’s instructions, and the laws of the Republic of Uzbekistan.

 

Qualification requirements:

-  Successful experience in working on similar assignments, i.e. carrying out and monitoring the procurement in accordance with EBRD and/or other IFI procurement rules;

-  Special experience and expertise related to the tasks performed, including work in the energy sector;

- Experience with the administration of FIDIC suit of contracts would be an advantage;

- Experience in Uzbekistan or CIS countries would be seen as an advantage;

- University Degree/Diploma;

- Total work experience of at least 5 years;

- Computer skills: Internet, E-mail, Windows, Word, Excel, Acrobat, PowerPoint;

- Knowledge of Russian and good English is required.

 

Specialist in environmental and social issues

Duties and Responsibilities:

 

1. Review the issues and mitigation measures proposed under the Environmental and Social Documentation and the environmental and social management practices currently in place to have a good understanding of the current issues.

2. Review and provide feedback on detailed design decisions to ensure their compliance with the applicable requirements and provisions of the Environmental and Social Documentation.

3. Assist the Client in the development and implementation of the Environmental and Social Management System (ESMS), which should be commensurate with the Project and Client’s specifics and compliant with the PR1 requirements; the ESMS development shall comprise E&S policies; the procedures and other documents are to be developed where appropriate and coordinated with the Client; it is important to ensure that the Client has the capacity to implement them. One of the first-priority actions in terms of the ESMS development should be creation of the pertinent organisational capacity, i.e. assigning responsibilities for ESMS development to an existing staff or hiring a designated specialist.

4. Assist the Client in developing and integrating the policies, plans, procedures, actions, and mitigation measures required under the Environmental and Social Documentation into the Project Procedures System, as appropriate.

5. Provide the Client with suitable templates to develop E&S management documents presenting the good industry practice as per the Client’s needs, guide and support the Client on how to adjust the templates to the Project specifics and how to implement the adopted documents in line with the national and EBRD standards.

6. Ensure that the Client understands the legal nature of the ESAP as part of the financing documents and the responsibility of the Client and the Implementing Agency to implement it. Also ensure that the Client and PIU understands the role of the Consultant to give them explanations/guidance and transfer knowledge to the staff engaged in the Project; the Consultant shall be prepared to discuss any actions the Client considers as excessively demanding and explain the ESAP actions can be on top of the national legislation; The Consultant will assist the Client to develop an ESAP implementation plan including a delivery plan for each action in the ESAP.

7. Assist the Client to implement and update the SEP in line with the ongoing E&S progress.

 

Environmental requirements:

- B.Sc. degree in biology, environment or similar.

- Preferably 5 years’ experience in environmental studies and EIA impact assessment in the region’s energy sector.

- Specific experience in environmental requirements according to local law.

- Practical knowledge and understanding of EBRD’s environmental and social requirements and past experience of assistance in their successful implementation.

- Experience of labour working relationships and conditions will be a distinct advantage.

- Fluency in English and Russian/Uzbek languages.

 

Working conditions:

 

Specialists will work as part of the project implementation team;

Direct subordination by a joint-stock company;

Financing from EBRD grant funds.
