1. The Republic of Uzbekistan has applied for financing from the World Bank toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project and intends to apply part of the proceeds toward payments under the Contract Design, Procurement and Installation of Fiber Optic cables in Tashkent city and Tashkent region. This include Optical cables are hereafter named OPGW for Optical Ground Wire, UGFOC for Underground Fiber Optic Cable and OFAC for Optical Fiber Approach Cable. The total length of the cable is 333 km to be installed in Tashkent city and Tashkent region.
2. The JSC National Electric Grid of Uzbekistan (NEGU) now invites sealed Bids from eligible Bidders Design, Procurement and Installation of Fiber Optic cables in Tashkent city and Tashkent region.
The Bidders’ qualification requirements include:
General Experience:
♦ Experience under construction contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last 5 years, starting 1st January 2019.
Specific Experience:
♦ A minimum number of 1 (one) contract with a value of at least $3,000,000 (three million USD) in power sector construction projects that have been satisfactorily and substantially[1] completed as a prime contractor, joint venture member[2], management contractor or sub-contractor[6] between 1st January 2014 and bid submission deadline.
♦ As a prime contractor, joint venture member, management contractor or sub-contractor, successful completion of at least 200 km OPGW installation, as applicable, that have been successfully or substantially completed, preferably in the electricity sector companies, during the last 10 (ten) years prior to the applications submission deadline, in the countries, those are similar to the energy system of the Republic of Uzbekistan. The similarity should be based on the complexity of the power grid. For each commitment, the Bidder shall provide details of the client, country, date, voltage, rating, scope of work and value.
Financial Capabilities:
♦ Sound financial position (the company should be in profit from its operations) and prospective long-term profitability (either 2021-2023 or 2022-2024) supported by audited financial statements of the three previous years (either 2021-2023 or 2022-2024).
♦ Minimum average annual turnover of $3,800,000 (three million and eight hundred thousand USD), calculated as total certified payments received for contracts in progress and/or completed within the last three years (either 2021-2023 or 2022-2024), divided by three years.
♦ The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements estimated as $950,000 (nine hundred and fifty thousand USD) for the subject contract(s) net of the Bidder’s other commitments.
♦ The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
Experience in managing ES aspects
♦ For contracts [substantially completed and under implementation] as prime contractor, joint venture member, or Subcontractor between 1st January 2019 and Application submission deadline, experience in managing ES risks and impacts in the following aspects: Design Supply and Installation of OPGW network.
Note: For the purpose of the financial criteria, the Bidder should submit its audited balance sheets or, if not required by the laws of the Bidder’s Country, other financial statements acceptable to the Employer.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from JSC National Electric Grid of Uzbekistan, Makhmudjon Mukimov – PM SCADA, ERP and PIU(neguopgw@gmail.com) and inspect the Bidding document during office hours 09:00 to 17:00 hours at the address given below.
5. The bidding document in English may be obtained by interested bidders on the submission of an application for bidding documents by sending a request to the email address: neguopgw@gmail.com. The document will be sent by e-mail to the address indicated in the application.
6. Bids must be delivered to the address below on or before April 1, 2025, at 11:00 Tashkent time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on April 1, 2025 at 11:00 Tashkent time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening.
7. All Bids must be accompanied by a Bid Security of US$46,000.00.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

[1] Substantial completion shall be based on 80% or more works completed under the contract.
[2] For contracts under which the Bidder participated as a joint venture member or sub-contractor, only the Bidder’s share, by value, shall be considered to meet this requirement.
