1. Background The Government of Uzbekistan is implementing comprehensive reforms in the electricity sector aimed at introducing competitive market principles, strengthening institutional capacity, and modernizing transmission infrastructure. Within this framework, the World Bank–financed Electricity Sector Transformation and Resilient Transmission Project (ESTART) supports digitalization, grid modernization, renewable energy integration, and institutional strengthening of JSC National Electric Grid of Uzbekistan (NEGU).

Information about the activities of various public councils and structures is published in the sections "Industry Scientific and Technical Council", "Trade Union", "Women", "Youth Policy", "Work with the Media and the Public" of the official website. They announce the hearing of periodic reports of the head of the state body, as well as articles and speeches published in the media about the activities of the council.

The approved charter of the public council, the plan of annual events to solve the planned tasks and the schedule of meetings, the holding of which is supposed to be based on the approved plan, have been clarified.

The requirements for the formation of the Public Council (at least 50% of the composition must be representatives of non-governmental non-profit organizations, as well as a decision of the head of the state body containing information about the agreement with the Public Chamber, the number of members must not be less than 15 people, working (expert) groups must be formed) are observed, information about this is being generated.

Analytical data on measures taken by the council to ensure transparency, combat corruption and improve the activities of the state body (ensuring transparency, publicity and accountability to the public, hearing reports on the implementation of tasks set in state programs and other documents, the experience of similar bodies in foreign countries was studied and proposals were made, internal documents and activities were developed and are being formed for improvement).
