Assignment Title: Consulting Services of Technical Supervision and Project Implementation Support for the Central Asia Regional Electricity Market Interconnectivity and Trade (REMIT) Project

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Central Asia Regional Electricity Market Interconnectivity and Trade (REMIT) Project, and intends to apply part of the proceeds toward payments for the technical supervision services of the Contract for Design, Supply and Installation of 220 kV Transmission Lines and Design, Supply and Installation related to Extension works at existing Substations.
The objective of the consulting services (“the Services”) is to provide project management and site supervision services to Project Implementing Unit (PIU) within National Electric Grid of Uzbekistan (NEGU) to ensure timely and qualitatively implementation of Design, Supply and Installation of 220 kV Transmission Lines (Lot 1) and Design, Supply and Installation related to Extension works at existing Substations (Lot 2). The Services include but not limited to:
(i) review and approval of the detailed engineering design provided by the Contractors;
(ii) provide project management and site supervision to construction quality and progress by the contractors;
(iii) witness factory tests and supervise testing and commissioning;
(iv) review invoices against contract implementation progress and issue payment certificates;
(v) review claims, variation orders and assist in preparation of contract amendments as needed; (vi) monitor compliance with the requirements of environmental and social documents by the contractors;
(vii) prepare necessary progress reports and build the Client’s project management capacity; and (viii) perform other related services reasonably required for effective project implementation and normally expected from an Owner’s Engineer under projects of similar nature and complexity.

National Electric Grid of Uzbekistan (NEGU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The best-qualified firms to carry out the services will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals
Shortlisting Criteria
1. The Consultant shall be a consulting firm with relevant experience in power transmission (transmission substations, transmission lines, network/grid and related areas) projects of 220kV or higher with one of the core business areas on transmission and substation design and construction supervision minimum of ten (10) years.
2. The consulting firm must demonstrate experience under a minimum of two (2) successfully completed or substantially completed contracts within the last ten (10) years. For the purposes of this requirement, "substantially completed" means that at least eighty percent (80%) of the contract scope has been completed. Each contract shall have a value of at least one million United States Dollars (USD 1,000,000) and shall meet at least one of the following requirements:
(a) Design review and/or technical supervision of a 220 kV overhead transmission line with a total length of not less than 135 km; or
(b) Design review and/or technical supervision of a 220 kV substation comprising at least four (4) bays, equipped with SF6 circuit breakers, disconnectors, and instrument transformers, and incorporating protection relays compliant with IEC 61850, together with associated telecommunication systems.
3. Minimum average annual turnover of five hundred thousand US Dollars ($500,000), calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
4. Access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:
a. One hundred and fifty thousand US Dollars (US$ 150,000)
b. The overall cash flow requirements for this contract and its current commitments
5. The consulting firm shall have sufficient qualified experts as indicated in TOR to undertake required the assignment within the specified timeframe.
6. The consulting firm shall have demonstrated management capability with in place a robust quality assurance system
Interested Consultants should submit their Expression of Interest in English and it should include: (i) a brief company profile describing the firm's background, areas of expertise, and organizational structure; (ii) description of relevant experience on similar assignments completed within the last ten (10) years, including contract name, client, contract value, duration, and scope of services, supported by client reference letters or contract completion certificates and copies of relevant contract signature pages; (iii) audited financial statements for the last three (3) years demonstrating compliance with the minimum average annual turnover requirement; and (iv) a bank statement or letter from a financial institution confirming access to liquid assets or credit lines as required above.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
