The Government of Uzbekistan has received financing from the International Development Association (the Bank) toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project and intends to apply part of the proceeds for Consulting Services.

The consulting services (“the Services”) include Independent Environmental and Social consulting, particularly to carry out pre-Financial Close due diligence in respect to the development of an Overhead Transmission Line (OHTL) in Uzbekistan, and an outline post-Financial Close monitoring of the environmental and social (“E&S”) aspects of the 500 kV Double-Circuit OHTL from Karakul Substation to Nurabad Substation Project.

The JSC National Electric Grid of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• At least ten (10) years of relevant experience in environmental and social (E&S) advisory services for large-scale infrastructure projects, preferably in power transmission or similar linear infrastructure.

• Proven experience in acting as Lenders’ Independent Environmental and Social Consultant (IESC) (or equivalent) for at least three (3) projects within the past seven (7) years, preferably for projects financed by commercial banks, ECAs, or DFIs.

• Demonstrated experience in applying international standards, including the Equator Principles (EP4), IFC Performance Standards (2012), and World Bank Group EHS Guidelines.

• Proven track record in conducting Environmental and Social Due Diligence (ESDD), including ESIA/ESMP review, ESAP development, and construction and/or operational monitoring.

• Proven regional experience, including work in Uzbekistan or Central Asia, and capability to deliver services in English with Russian and/or Uzbek language support.

(Failure to meet any requirement = disqualification.)

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The maximum number of members in a Joint Venture shall be limited to two (2).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and

3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A firm will be selected in accordance with the Least Cost Based Selection (LCS) method set out in the Procurement Regulations, whereby the firm that submits the lowest priced proposal among those that meet the minimum technical requirements will be awarded the contract. Following this invitation for Expressions of Interest, a shortlist of qualified firms will be formally invited to submit proposals.
