«Digitize to Decarbonize — Power Transmission Grid Enhancement Project»

EXECUTIVE SUMMARY

The "Digitize to Decarbonize - Power Transmission Grid Enhancement Project" aims to advance Uzbekistan's low-carbon transition and green economy by (i) enhancing grid reliability and stability, (ii) improving operational efficiency with modern digital and telecom technologies, (iii) reducing system blackouts, (iv) minimizing transmission losses, and (v) supporting government reforms by strengthening the corporate governance of JSC National Electricity Grid of Uzbekistan (NEGU).

This project aims to modernize 12 overhead power transmission lines (110 kV and 220 kV) spanning approximately 359 km across seven regions of Uzbekistan—Tashkent, Fergana, Kashkadarya, Bukhara, Surkhandarya, Samarkand, and Navoi—along with four 220 kV substations (Faisabod, Zafar, Obi-Khaet, and Zarafshan). Through these upgrades, the project will significantly contribute to Uzbekistan's low-carbon transition and align with the government's green economy development agenda.

The 12 Transmission Lines are divided into three LOTS: (i) Lot 1: Rehabilitation of 220 kV and 110 kV transmission lines in Tashkent and Ferghana (79.8 km), (ii) Lot 2: Rehabilitation of 220 kV transmission lines in Surkhandarya and Kashkadarya regions (147.4 km) and (iii) Lot 3: Rehabilitation of 220 kV transmission lines in Samarkand and Bukhara (117.6 km). And equipped with climate-resilient technologies.

The rehabilitation of 4 high-voltage substations is divided into two LOTs (i) Lot 1: Navoi Zarafshan & Namangan Obi Khaet and Lot 2: Tashkent Zafar & Fayziobod and equipped with climate-resilient technologies.

During this period, efforts have been primarily concentrated on preparatory activities, including supporting the contractor in the development of the Site-Specific Environmental Management Plan (SSEMP) to ensure adherence to environmental safeguards. As the project advances, future reports will provide more comprehensive assessments, detailing environmental impacts and the implementation of mitigation measures.
