1. The Republic of Uzbekistan, represented by JSC “National Electric Grid of Uzbekistan”, received a loan from the International Development Association to cover the costs of the project and intends to use the proceeds of this loan to make payments under the contract for which this Invitation for Proposals was created: Procurement and Integration of Automated Resource Management System (ERP) of the Joint-Stock Company “National Electric Grid of Uzbekistan”.

2.  The JSC “National Electric Grid of Uzbekistan” Project Implementation Unit (PIU)” now invites sealed Proposals from eligible Proposers for Implementation of an Information System (IS) that includes:

- implementation of ERP software,

- supply and installation of the necessary servers for ERP deployment,

- implementation of Meter Data Management;

- as well as related services: installation, integration, training, technical support.

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” as updated on September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations and meet the qualification requirements stated below:

General and specific Experience:

Experience in implementing large-scale projects (with a cost of at least US$ 9,5 million);

Experience in implementing similar projects (ERP systems) over the past 5 years;

Experience in implementing similar projects based on the proposed system in the power sector - similar in functionality and complexity;

Authorization from the manufacturer for the supply of software (licenses) and equipment (technical components).

 

Technical capabilities:

Availability of qualified specialists as requested in the RFP.

 

Financial Capabilities:

-  Sound financial position and prospective long-term profitability (2021-2023).

- The aggregate average turnover for the last three full years (2021- 2023) must be at least US$ 40 million.

 

4. Interested eligible Proposers may obtain more detailed information from the PIU and review the RFP from 9.00 to 17.00 at the address below. A pre-proposal meeting for potential proposers will be organized on November 6, 2024.

 

5. The request for proposals document in English may be obtained by interested eligible Proposers and will be delivered by e-mail to all interested Proposers free of charge, subject to a written application to the e-mail address or more information on the erp@uzbekistonmet.uz

 

6. Proposals must be delivered to the address below on or before 11:00 a.m. (Tashkent time), December 3, 2024. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on December 3, 2024, at 11:00 a.m. (Tashkent time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Purchaser until the second public Proposals opening.

7.  All Proposals must be accompanied by a Proposal Security in the form of a bank guarantee in the amount of: US$ 120,000 (one hundred twenty thousand).

 

8.  Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
