  1. Republic of Uzbekistan has received financing from the Asian Development Bank (ADB) towards the cost of the “Construction, 500kV Single Circuit Transmissionу Line from 500 kV “Guzar” substation (Uzbekistan) to existing 500kV “Regar” substation” Project.

  2. Joint Stock Company (JSC) “National Electric Networks of Uzbekistan” invites sealed bids from eligible bidders for engineering, procurement and construction 500kV Single Circuit Transmission Line from 500 kV “Guzar” substation (Uzbekistan) to existing 500kV “Regar” substation (approx. 63.5km), as detailed and specified in the Bidding Document (“the Contract”).

  3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage, One-Envelope procedure and is open to all bidders, from ADB eligible countries.

  4. The Works under the Contract shall be completed within 12 months from the date of contract effectiveness

  5. The Initial Environmental Examination (IEE) and Environmental Management Plan (EMP) for this project are not included in the bidding document at this time, and will be issued to bidders as soon as these become available, and will form part of the bidding document.  Bidders’ proposals must incorporate the mandatory measures indicated in the IEE and EMP.

Only eligible Bidders with the following key qualifications should participate in this bidding:

  i) Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (3) years, 2017, 2018 and 2019, to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

  ii) Minimum average annual turnover of $ 50 000 000 (fifty millions) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years: 2017, 2018 and 2019.

 iii) Participation in at least one contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds $20 mln. USD.

 iv) Procurement of high-voltage transmission line not less than 700 units insulators, not less than 300 tons conductors, not less than 150 units steel towers, as specified in the Bidding Document

  v) Experience in tower installation 220/500 kV transmission line (TL) no less than 300 units  and experience in cable, conductors and OPGW tensioning for 220/500 kV transmission line no less than 120 km

  The Bid shall be submitted in a separate envelope with its corresponding bid security authorized by local bank in Uzbekistan.

  7. To obtain the Bidding Documents at no cost, eligible bidders should

  •  • Write to the above address requesting the Bidding Documents for the bid No. ICB/EPC-NEGU/001-L507 - Engineering, Procurement and Construction, 500kV Single Circuit Transmission Line from 500 kV “Guzar” substation (Uzbekistan) to existing 500kV “Regar” substation
