Electricity Sector Transformation and Resilient Transmission (ESTART)
Modernization and upgrade of main grid substations: Toshkent 500 kV, Guzar 500 kV and Surkhan 500 kV.

1. The Republic of Uzbekistan has applied for financing from the World Bank toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project, and intends to apply part of the proceeds toward payments under the Contract for Modernization and upgrade of main grid substations: Toshkent 500 kV, Guzar 500 kV and Surkhan 500 kV.
2. The JSC National Electric Grid of Uzbekistan (NEGU) now invites sealed Bids from eligible Bidders for Modernization and upgrade of main grid substations: Toshkent 500 kV, Guzar 500 kV and Surkhan 500 kV.
The Bidders’ qualification requirements include:
General Experience:
Experience in Power engineering under contracts in the role of contractor, subcontractor or management contractor for at least the last five (5) years starting 1st January 2019.
Specific Experience:
Participation as a contractor, joint venture member, management contractor, or subcontractor, in at least two (2) contracts within the last ten (10) years, each with a value of at least thirty-six (36) million USD, that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services. The similarity of the contracts shall be based on Design, supply, installation, modernization/rehabilitation testing, and commissioning of 400 kV (or above) substation.
A minimum experience in the following key activities:
1. Preparation of detailed engineering design for the modernization of at least one 400 kV (or above) substation.
2. Supply and installation of major Plant and Equipment: Autotransformer, instrument transformers, relay protection, and automation devices, circuit breaker, and disconnectors for 400 kV (or above) Substation.
3. Supply and installation of at least two (2) three phase transformers rated at a minimum 400 kV and not less than 125 MVA capacity per single-phase unit.
4. Design, Installation, and Commissioning of relay protection devices and secondary equipment & control cabinets for 400 kV (or above) substation for at least one (1) substation.
5. Design, Installation, and Commissioning for HF equipment and Emergency automation (400 kV and above) substations for at least one (1) substation.
Financial Capabilities:
Sound financial position and prospective long term profitability (2020-2022) supported by audited financial statements of at least the three previous years (2020, 2021, 2022).
Minimum average annual turnover in power engineering of USD 30,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2020, 2021 and 2022).
Access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: USD 9,000,000.00 and (ii) the overall cash flow requirements for this contract and its current commitments.
Experience in managing ES aspects
Experience as prime contractor, joint venture member, or Subcontractor between 1st January 2019 and Application submission deadline, in managing ES risks and impacts in the following aspects:
1. Assessment and Management of Environmental and Social Risks and Impacts.
2. Labour and working Condition.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from JSC National Electric Grid of Uzbekistan, Ismoiljon Abduganiev – PIU Manager (pmu.modernization@gmail.com) and inspect the Bidding document during office hours 09:00 to 17:00 hours at the address given below.
5. The bidding document in English and Russian may be obtained by interested bidders on the submission of an application for bidding documents by sending a request to the email address: pmu.modernization@gmail.com. The document will be sent by e-mail to the address indicated in the application.
6. Bids must be delivered to the address below on or before July 30, 2024 at 11:00 Tashkent time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” separately sealed will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on July 30, 2024 at 11:00 Tashkent time. All separately sealed envelopes marked “FINANCIAL PART” shall remain unopened and sealed will be held in the safe custody of the Employer until the second public Bid opening.
7. All Bids must be accompanied by a Bid Security of US$ 450,000.00.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
