Assignment Title: CONSULTING SERVICES FOR THE DEVELOPMENT OF TECHNICAL SPECIFICATIONS, FEASIBILITY STUDY AND BIDDING DOCUMENTS FOR THE IMPLEMENTATION OF THE MANAGEMENT INFORMATION SYSTEM (ENTERPRISE RESOURCE PLANNING SYSTEM) IN «NATIONAL ELECTRIC NETWORKS OF UZBEKISTAN» JSC

The Government of Uzbekistan has applied for financing from the World Bank toward the cost of the Europe and Central Asia Capacity Development (ECAPDEV) Trust Fund, and intends to apply part of the proceeds for consulting services.
The main goal of the Consultant's work is the development of a design for the introduction of a Management Information System - Enterprise Resource Planning (MIS-ERP) of the Customer and the supervision of the progress of the modernization of MIS. Including:
The expected duration of this assignment is nine (9) months, assuming that only one week is required for the preliminary financing decision to be reached.
All documents shall be prepared both in Russian and English language.
JSC “National Electric Networks of Uzbekistan (NES)” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Experts (key and non-key) must have proven experience in conducting diagnostics and implementing an MIS (ERP) system, as well as in developing and implementing management information systems for the electric power industry that cover all functions.
Experience in the Central Asian region or other developing countries, as well as knowledge of the Russian language is highly encouraged. Previous experience in projects funded by international financial institutions, including the World Bank, will be an advantage.
For all positions of national experts, knowledge of the Russian language is mandatory.
The attention of interested Consultants is drawn to World Bank Procurement Regulations for Borrowers under Investment Project Financing" dated July 1, 2016, revised November 2017 and August 2018 ("Procurement Regulations").
Consultants may submit their EOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.

Please note that Expression of Interest (EOI) must be in English language and shall not exceed 30 pages in 12-point font.
