Uzbekistan Modernization and Upgrade of Transmission Substation
Assignment Title: CONSULTING SERVICES FOR PREPARATION OF TRANSMISSION NETWORK DEVELOPMENT AND RENEWABLE ENERGY INTEGRATION PLAN FOR JSC “UZBEKISTAN NATIONAL POWER NETWORKS”.

The Government of Uzbekistan has applied for financing from the World Bank toward the cost of Uzbekistan Modernization and Upgrade of Transmission Substation (MUTS) project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
(i) data collection and development of power system models for 2020, 2025, and 2030;
(ii) transmission network analysis;
(iii) renewable energy network and interconnection analyses;
(iv) renewable energy integration impact on power system regulation, balancing, and reserves;
(v) preparation of a 10-year transmission network development and renewable energy integration plan;
(vi) develop policies and procedures for the transmission and investments planning departments of the Uzbekistan National Power Networks JSC (NES);
(vii) capacity building and knowledge transfer for NES.
The Services is estimated to be performed during the period of twelve (12) months.
The Uzbekistan National Power Networks JSC/NES now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are experience and knowledge in transmission network planning and renewable energy grid integration studies. The Consultant should have experience in, at least, three similar studies to this assignment in other countries. Relevant experience in Uzbekistan power sector will be preferable.
The attention of interested Consultants is drawn to World Bank Procurement Regulations for Borrowers under Investment Project Financing" dated July 1, 2016, revised November 2017 and August 2018 ("Procurement Regulations").
Consultants may submit their EOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
The consultant should include in its team local staff and/or partner with local firm(s), with knowledge and data on the Uzbekistan power system to facilitate data collection, system modeling and knowledge transfer.

Please note that Expression of Interest (EOI) must be in English language and shall not exceed 30 pages in 12-point font.
