1. The Ministry of Finance of the Republic of Uzbekistan has received credits from the International Development Association, and a grant from the Green Climate Fund toward the cost of Electricity Sector Transformation and Resilient Transmission Project, and it intends to apply part of the proceeds to payments under the contract for Design, Supply, and Installation of SCADA/EMS/RTU/SAS.
2. The JSC “National Electric Grid of Uzbekistan” (NEGU) intends to initially select Applicants for Turnkey implementation of the Information System including design, installation, commissioning and testing of equipment and systems, including SCADA, EMS, RTU (SAS) for modernizing the monitoring, management, and control of bulk movement of electrical energy within the NEGU transmission system. The system shall include Protocol communication with RTUs (SAS) and SCMS, Protocol communication with the CDC and neighboring countries as Uzbekistan exchanges power with 4 countries, the SCADA subsystem shall be capable of acquiring and processing the required general types of data from field devices. The System shall provide a data conversion function which takes telemetered data received from the RTUs via the Front Ends and converts it to a standard format for further processing. For all data, it shall be possible to manually replace SCADA values. The quality of the replaced point value shall become ‘manually replaced’. The new system shall allow building any type of calculation using all standard mathematical formula. Group of transmission lines monitoring. It shall be possible to send remote controls to operate remotely the position open or close of a switching device. The Operator may still proceed with any switching operation regardless of the result. Tagging shall allow system operators to place information on devices to alert other operators to special conditions present on the device, including prohibiting operation of the device. Standard SCADA displays that include alarms and log lists to monitor any event in the Grid of which the Dispatcher should be alerted must generate an alarm. The system will be covering all locations where NEGU operates its system to cover its expending network including private investments as described in the Technical Information section of this Initial Selection Document. The expected contract implementation period is 30 months after contract commencement. The separate tenders will be held for OPGW and Telecom. To be selected the Applicant shall meet the following minimum qualification requirements:
— The Applicant shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements estimated as $ 5,000,000 (five million USD) for the subject contract(s) net of the Applicants other commitments. (The wording in qualification part will be prevailing)
— The Applicant shall also demonstrate, to the satisfaction of the Purchaser, that it has adequate sources of finance to meet the cash flow requirements on contracts currently in progress and for future contract commitments.
— The audited balance sheets or, if not required by the laws of the Applicant’s country, other financial statements acceptable to the Purchaser, for the last 5 years shall be submitted and must demonstrate the current soundness of the Applicant’s financial position and indicate its prospective long-term profitability.
— Minimum average annual turnover in Design, Supply, and Installation of Power engineering sector of $ 31,000,000 (thirty-one million USD), calculated as total certified payments received for contracts in progress and/or completed within the last five years, divided by five years.
— Experience in Design, Supply, and Installation of SCADA in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2014
— A minimum number of 1 similar contract specified below that have been satisfactorily and substantially[1] completed as a prime contractor or joint venture lead member between 1st January 2014 and Application submission deadline: Contract for design and installation of SCADA and RTU/SAS, adaptation and 48 V DC.
Each of the contracts required above shall meet the following minimum key requirements: contract amount of not less than $20,000,000 (twenty million USD) encompassing Installation, Testing, Commissioning and Integration of at least 20 RTUs and 5 SASs including adaptation works and 48 V DC system. These all-mentioned systems shall be in successful operation for a period of at least one year as on the deadline of bid submission.
As cyber security risk has been assessed to be critical for the contract, in addition to application of appropriate rated factors in Table 2, include experience in securing SCADA systems, incident response to cyberattacks, penetrating testing and vulnerability assessment, network security and segmentation, risk management and compliance, threat intelligence and monitoring, disaster recovery and continuity planning.
The above specific experience requirements may be met by specialized subcontractors, if permitted in accordance with ITA 25.2. It is expected that the Request for Proposals will be issued in February-March 2025.
3. Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for Borrowers- Procurement in Investment Projects Financing” September 2023 (“Procurement Regulations”) and is open to all eligible Applicants as defined in the Procurement Regulations.
4. Interested eligible Applicants may obtain further information from the JSC “National Electric Grid of Uzbekistan” (NEGU) at the address below during office hours 10 am - 5 pm complete set of Initial Selection documents in English may be obtained by interested Applicants on the submission of a written application to the address below free of charge. The document will be sent by email in PDF and Word formats.
5. Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the address below by 11 am Tashkent time on 14 February 2025. Late applications may be rejected.
