Modernization and upgrade of main grid substations: SS Khakan 220 kV, SS Chupon-ota 220kV and SS Kuyu-Mozor 220kV.

1. The Republic of Uzbekistan has applied for financing from the World Bank toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project, and intends to apply part of the proceeds toward payments under the Contracts for Modernization and upgrade of main grid substations: SS Khakan 220 kV, SS Chupon-ota 220 kV and SS Kuyu-Mozor 220 kV. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The JSC National Electric Grid of Uzbekistan (NEGU) now invites sealed Bids from eligible Bidders for Modernization and upgrade of main grid substations: SS Khakan 220 kV, SS Chupon-ota 220 kV and SS Kuyu-Mozor 220k V.
3. Bidders wishing to offer discounts will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from project implementation (PIU) JSC National Electric Grid of Uzbekistan (NEGU), Abduganiev I. – PIU Manager (pmu.modernization@gmail.com) and inspect the Bidding document during office hours 09:00 to 17:00 hours at the address given below.
6. Interested Bidders may purchase a complete set of bidding documents in English or Russian upon submission of a written application to the address below and payment of a non-refundable fee USD 200. Payment must be made by transferring funds to the account below. If payment is made in Uzbek Soums (UZS), the amount must be at the rate of the Central Bank of the Republic of Uzbekistan on the day of payment. Bidding documents will be issued upon receipt of funds in the bank account below.

7. Bids must be delivered to the address below on or before October 4, 2023 at 11:00 a.m. Tashkent time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on October 4, 2023 at 11:00 a.m. Tashkent time.
8. All Bids must be accompanied by aBid Security of USD 250 000.00
