1. The Republic of Uzbekistan has applied for financing from the World Bank toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project, and intends to apply part of the proceeds toward payments under the Contracts for Construction of new 500 kV substation “Koltsevaya”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The JSC National Electric Grid of Uzbekistan (NES) now invites sealed Bids from eligible Bidders for Construction of 500 kV Substation.

3. Bidders wishing to offer discounts will be allowed to do so, provided those discounts are included in the Letter of Bid.

4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from JSC National Electric Grid of Uzbekistan (NEGU), Abduganiev I. – PIU Manager (pmu.modernization@gmail.com) and inspect the Bidding document during office hours 09:00 to 17:00 hours at the address given below.

6. The Bidding document in English and/or Russian may be received by interested bidders upon submission of a written application by downloading it from the following link https://cloud.uzbekistonmet.uz/index.php/s/4MAMYofTkm95bXq. The document will be sent to the email indicated by Bidders in the application.

7. Bids must be delivered to the address below on or before February 7, 2023 at 11 a.m. Tashkent time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on February 7, 2023 at 11 a.m. Tashkent time.

8.  All Bids must be accompanied by a Bid Security of USD 500 000.00
